This week, we had the honor of delivering a lecture on the topic of “Collaboration between the Construction Manager, Design Manager, and Supervision Manager as Conditions for Recognizing References in Public Procurement Procedures.” We focused on key issues:

– What to do when a large construction project encounters public procurement formalities due to the retirement of the responsible person, with no alternative available in the market?
– How to ensure smooth project execution while complying with public procurement requirements?
– What constitutes an insignificant change in the contract?
– How is a change in the project related to the principle of proportionality?

During the training, aimed at construction managers, design managers, and supervision managers, we provided answers to these important dilemmas.

Veronika Cukrov spent a successful day at the EU Court in Luxembourg!

She also had the opportunity to meet Judge Anna Marcoulli, who is truly an extraordinary woman, and she gives us all faith that one day the first floor of the court will not only display portraits of men. The Court of Justice of the European Union is a key institution that ensures uniform interpretation and application of EU law and protects citizens’ rights. We admire the work of this institution, which contributes daily to legal security and stability throughout the European Union. We look forward to future challenges and opportunities in this field!

Vesna Cukrov, attorney at law, former head of the Department of Investments at the Ministry of Justice, former president of the National Audit Commission and court expert, shared her expert view on the recent purchase of the court building at Litijska ulica in an exclusive interview for Sobotno Delo. At the same time, Vesna Cukrov points out that this case is also an opportunity for an in-depth discussion about state investments.

We are pleased to announce that our colleague, Master of Laws Veronika Cukrov, recently attended the President of the Republic of Slovenia, dr. Nataše Pirc Musar’s “President’s Forum” on establishing a sustainable food system.

Veronika Cukrov, who is also a member of the Strategic Council of the Government of the Republic of Slovenia for Food, was deeply engaged in the discussion about the necessity of establishing sustainable food systems in Slovenia, which was particularly highlighted by the President’s Forum.

 

In addressing the issue of sustainable food systems, it is crucial to listen to the voice of the agricultural sector, while not overlooking the important environmental, climate, ethical and health aspects. The President’s Forum offered an excellent opportunity for active participation in the search for solutions and the formulation of concrete proposals for decision-makers. Vesna Cukrov, former president of the National Audit Commission and court expert on law and public procurement, recently participated in the informative show Odmevi on RTV Slovenia.  Her legal commentary as co-author of the Public Procurement Act commentary shed light on the legal aspects of current events. Law is also a supporting science in journalistic issues. 

You are welcome to watch the interview conducted with Veronika Cukrov by RTVSLO journalist Mr. Žan Dolajš for the Večerni Dnevnik, about the request for the renewal of the procedure and the suspension of the implementation of the decision on the hunting of nutria, which was submitted to the MKGP by our Law Firm Cukrov on the authority of the Alpe Adria Green Association.

In our opinion, in this particular case, allowing the hunting of nutria is a violation of Point 8 of Article 26 of the Animal Protection Act, which stipulates that the killing of an animal is permitted if it is an animal that causes significant damage and cannot be prevented in any other way. In this particular case, these conditions are not met. In accordance with judicial practice, it also applies that the public benefit represents the principle of protecting the life of animals, as a result, in the specific case, the public benefit has undoubtedly been demonstrated and the renewal of the procedure is admissible and justified. Catching nutria is also a violation of Article 17 of the Regulation of the Ljubljana Marsh Landscape Park, as the intervention does not represent the least invasive possible intervention.

On the link below, you can also see Veronika Cukrov’s statement given for the 24ur program regarding the delayed capture of nutria; our Law Firm has not yet received an official response from the MKGP regarding requests for the renewal of the procedure and the suspension of the implementation of the decision, but we understand the aforementioned delay as a positive possibility to ensure a more transparent procedure, which will include a wider range of experts in the field.

The environment, the planet and energy are areas that law also has to deal with. We are very proud that our Master of Laws Veronika Cukrov has been active in several environmental protection societies for many years and on 7/24 participated in handing over the signatures of a petition against the slaughter of nutria to the Ministry of Agriculture, Forestry and Food.
